Welcome. I don't know what kind of throttle lock you have, but I have a Kaoko and hated it. It has to be adjusted with each application. I swapped it out for a NEP CC4. The Nep is way cheaper, much more convenient, easy to use, and is just the flip of a switch on/off with no adjustment.

Welcome and...sorry you have to live in NJ. Hopefully you can move someday? Maybe while the police-state overlords are busy shutting down traffic at one of your bridges and aren't watching? (I jest! Sort of...)
I use a Vista Cruise throttle lock. Costs less than $25. Very similar to the NEP
describes above. Takes some creativity to get it mounted, but once in place, very easy to use (just push it down with your thumb and the throttle is held in place by friction.)
