Not a good design, should have the fasteners in the top of the swing arm. When you remove the inside fasteners replace them with hex head bolts as it will be much easier to use a spanner on them next...

That was my plan, remove the fender & drill out the rivets. Then see if it was removable with out the brackets, if so refit with one or two bolts to secure the brackets.
